Just tell him.
But, if you can't quite bring yourself to be that obvious, then compliment him. Not on his looks, at least not just that. But tell him you think he's smart, funny, caring, great to talk to, interesting. Stuff like that, whatever it is you like about him.
If he's not completely oblivious, he'll get it. If he is that oblivious, you'll have to be blunt.

Guys feed on compliments and women who like them. Be friendly and complimentry. When you have a moment to serious conversation, bring up the possibility of you two.
