About 13 seconds is the goal for everyone. The low thirteens (13.3ish) are pretty average for a Cup team (Hendrick, Childress, Roush, Evernham, Gibbs). Maybe a half second more (13.8-13.9) for Petty, Ginn, Ganassi. If your crew can get you out in 12.8 or so, you will pick up a few spots. Busch and Trucks take longer.

If they do something like add or remove a spring rubber, it is more like 16 or 17 seconds.

I was whatching Nascar Classic on Espn Classic the Pit stops have really changed over the last 20 years, today it takes 15-18 seconds to complete a stop, a really good stop takes 13-14 seconds. But back in the 80's it took 19-23 seconds a good pit stop took 16-17 seconds,

Most pit stops are in the 13 second range.
The modern pit stops can be traced back to the Wood Brothers in the 60's,their stops of 20 seconds was fast then, but newer technology and training any stop over 14 seconds is bad.
That's all I have to say about that.

Pit stops in the low 13s are pretty good for a 4 tire change. Higher 13s (13.4-13.8) are probably more the average for the better teams. Usually during the course of the race you will have something happen where it takes longer so it is extremely hard to average in the 13s for all the stops during a whole race. The best stops can be in the mid to upper 12s.
