I was told that anything higher than 95% alcohol (190 proof) starts to evaporate into the air.

If you buy Ethanol, reagent grade USP, 200 proof, and leave the cap off the bottle, over time it will absorb water from the air around it and start to dilute itself, until it becomes approximately 190 proof.

Alcohol like water will evaporate if exposed to air. And like water if you put it in a container with a sealed top it will stay put as a liquid

That would be silly there would be no shelf life.

as soon as you open any product that you can smell ,,
That is part of the evaporation proecss.

Exactly the opposite - it won't evaporate for months if left open. Have you ever put Everclear in the freezer?

Alcohol of that concentration would probably kill you. And, yes, it would evaporate quickly but probably not instantaneously.
