The lama or tulku who chooses to take rebirth usually leaves some kind of signs or word of where they're going to take rebirth and after a certain time after the tulku's death, they begin to hunt for the new one.

They look in the areas indicated and for auspicious signs there. Families usually tend to report something different about a child's birth and earliest life to the monks so they quiz the family on anything auspicious about the child, the birth, etc. and how the child behaves. Then quizzing the child directly, at a time deemed appropriate by them the bring an array of the tulku's objects from their past life (ex. begging bowl, anything they wore like glasses, dorje, etc.) and items that look very similar and see if the child chooses the CORRECT objects from his/her past life.

After that examination continues, but they don't take any of that stuff lightly.

How His Holiness the Dalai Lama, Tenzin Gyatso, had all KINDS of auspicious signs around his birth (father getting well again after an unknown illness, and heavy loss of their livestock, etc.), his compassion even as a baby and a desire to take off for one of the monasteries, even though he was too little to make the journey. He chose the correct items, etc. and a lot of lamas, tulkus, etc. will actually recognize their own TEACHERS or students even at that tender age if they're for real.

You need to be a Monk, to know about it, don't learn this or assume anything, because there are sacred secrets, even within the monks, that they should stay as secrets, whit-in the Monks community. That just to learn about then, you need to have certain discipline, and years of Study, and prove of been worthily to received such knowledge. Just read the first answer you have, ignorance can't be ful;fill with to much good knowledge, it could kill you.

some Tibetan monks(and not only Tibetans) spend months,yrs and even decades doing concentration meditation practices which lead to psychic powers(among others). since they say they can ,we can choose to believe that they know what they are talking about (or not).

i believe in some cases they have to identify an item that was own in the past life. usually its not publicly know what this item is as it is can be very personal or it can be insignificant
