2) Which and when Police,Firehouses,Home Security,FBI,CIA Stations are going to shut down?
Shut Down means not destroyed, but completely shut down with no electricity or phone lines for people to call in for help.
when you break your own laws and rules, why should I follow them?

You are directing your anger at the wrong people. You need to go before you city council and you local county Government to find out why this would be happening in your community. This is not a Washington thing this is your local county.
Being as half the people that look at Yahoo answers are under the age of 18 they could care less about war and government problems.
Please get a hold of your mayor office and they will give you guidelines on who to call and write to, to voice your complaint. Trust me petitions and complaints will be listened to.

You seem to be upset about something related to your mother, but there's really not enough in your post to generate much beyond general sympathy, and certainly not enough to get you any real answers to anything.
You have to make a choice. You can let whatever it is destroy you, in which case you might get fifteen seconds on the nightly news when you do explode, or ten minutes on COPS in a t-shirt and handcuffs if you can't keep it together long enough to be a blip on the News.
Or you can get some professional help and deal with your problems, rather than create more problems for other people, which will not solve your own.
Get help.

2. Law enforcement agencies will not shutdown because they wanted to have a complete control of the situation against terrorism.
