I know this may be lame but if your neighbor has a garden try to adjust his water sprinkler in a way that he would get wet when he walks by, or if you want you can always do the common TP-ing (tissue paper) the house works every Halloween ^^,

Toilet papering, or TPing, is a prank that makes a complete mess of a house, trees, and anything else that is high up. It not only makes the victims home look ridiculous to the neighbors, it is also a lot of trouble for the victim to clean up.
Just throw it all over it.
Planting plastic forks in somebody's lawn is a prank for anytime during the year when the ground will freeze during the night. The result of the prank is that the victim will have plastic forks in their lawn that will be difficult to get out. This prank can be done at the same time as you are toilet papering somebody's house.

Tape Web
Make a large web of transparent sticky tape on the door posts. Be sure that if you open the door the door opens away from the tape, not into it. The tape will be very hard to see, unless you already know it is there. The lighting in the room also affects how visible it is.
The next person who walks through the door way will get stuck in all the tape!
I found this, it sounds so fun!!!!!

I must have a devious mind because I can't think of anything HARMLESS that you could do to a house, I guess that you could go with a couple of classics, you know either T.P. the guys house or you could always go with the flaming bag of dog poop at the front door.

When she comes back, act like she got kicked out of her house for not paying the rent or something, and dress up differently or find someone to act like they live there! The family should be hiding somewhere to see her reaction and make sure she doesn't hurt anyone!

Are you serious? And a neighbor at that.Do you honestly think that playing a prank on them will make them a better neighbor? Maybe they are a major pain now, but what do you think they will be after a prank? THINK about! And are you a good neighbor to them? Is there something you can do to make them a better neighbor towards you? There is an old saying that says when you look for a place to live, the three most important things are location, location, location! And that includes GOOD NEIGHBORS!

Spread dog food all over their lawn at night. It will attract animals for weeks, and it's impossible to pick up all of it.

plastic wrap the toliet seat , but then youd need to get in. attach a skunk to underneath thier car. lol
