I am thinking of printing my own passport photos. What size should i make them in a program like ifranview? Also, is it ok to use glossy photo paper?

It is not illegal to make your own passport photo. You cannot use an inkjet to print your photo. It has to be either a Polaroid, silver halide, or dye-sub print. AFAIK, you do not have to present identification just to have your photo made, only when you take the paperwork to the courthouse will you need verification. Around this area, the post office no longer does passport photos.
BTW, the photo is 2x2, with a very specific head size. No headgear, tinted glasses, tank tops, You can go to the government passport site for the entire set of regulations, but it is difficult to get everything right. You'd be better off going to Eckerd, or whoever makes them in your area, and have it done right the first time.

To my knowldge, it is entirely illegal to do your own photo. You must go to an approved place (like the Post Office) where they verify your identity and take the picture. You cannot bring a photo from home.

I don't think you can make your own photos for passports - legally anyway.
They need to have verification that the person in the photo is actually you.
