I have been on planes when it was windy (over 15 mph) and had turbulence. Early this year, I was flying to Florida, and over Alabama and Tennessee, they were having a very bad thunderstorm with a lot of wind. Even though we went around the storm, we still caught the edges of it and it gave us a heck of a shake for quite a while.

It would definately be turbulent down close to the ground on a windy day. That doesn't mean that the whole flight will be rough though. I have had several flights where it is bumpier than heck down low and once we got above a layer of clouds it smoothed out.

During takeoff and landing, yes. But during the flight, the air and wind patters are dramatically different at the higher altitudes and cannot be predicted by ground wind patterns.
