Milk works great, and if your over 21 strong alcohol works the best, such as vodka. Both break up the chemical in your mouth that gives you the spicy sensation where water or other drinks don't do anything or just move it to the back of your mouth.

spiciness comes from capsaisin, an oil in chili peppers. Water will only make the oil lift from the tongue and when it settles back down it will seem like your mouth will get hotter. You need wither something high in fat or absorbent to get rid of the oil. The best thing I have found is a chocolate brownie, which goes very well with hot food.

Depends on what you are eating. Milk is good. But I do not like to drink milk with everything. Beer is also good.
