The blood tests that are occasionally required for marriage are a syphilis test. The are hold-overs from an era in which syphilis was untreatable and congenital syphilis (syphilis transmitted to the new baby) was common. Syphilis is now curable and blood tests are not usually required, especially given the extremely low rate of syphilis, both in the US and Mexico.

No one in Mexico cares about the presence or absence or herpes, especially given the fact that a serological test for the viruses would detect them in the majority of US and Mexican citizens.

No one requires a herpes test to be done (US or Mexico).

The only reason blood tests are sometimes done is to make sure there is no incest going on (like cousins marrying each other).
