Pre-nuptial blood tests were done because, at the time, there was no cure for syphilis and gonorrhea and some men (and women) carried the disease unknowingly. Others had it and didn't want to tell their spouse-to-be. With the blood testing, women in particular were given a degree of protection. If their fiancee wouldn't admit he'd had a fling before marriage, the blood test would certainly tell her he'd picked up a venereal disease and she wouldn't have to put her life at risk by going through with the marriage or having unprotected sex.
There is no problem with people of different blood types getting married. That won't affect their children. But people who have venereal diseases can certainly contribute to many tragic conditions when the fetus is developing - retardation, physical deformities, and of course, passing the diseases on to the unborn child.

I am not sure if there are still states where that is required, but in my state it is not. I believe the reason is the RH factor in the blood for having children. Ex if a mom is RH negative and the father is RH pos, if the baby is RH pos the mother's body will try to eliminate the baby, so the mom must have an injection of the RH globulin. I may have that backwards (I am not a maternity nurse) but you get the picture.

The reason for blood testing before marriage was to test and see if the mother was Rh negative. This could result in the Rh positive factor being passed onto her child which would survive but an attempt to bear a second child would result in a fetal demise (death). Also other reasons but this is one of the big ones.

It is done because some blood types don't go together and you might end up with a retarded baby. It's so you know if your blood type can be "mixed". I don't know why it's not done in all states.
