what if you dont have quarters or enough? (diabetes)

I have no idea what this question means ?
Quarters ? Like .25 cents ?

To receive SS benefits, you must have worked and earned enough for 40 quarters. Ten years of work earning at least $1150 each quarter and paid in SS taxes.
You would then be eligible for retirement and disability benefits, based on the amount you earned and paid in.
The more you paid the more you get back. Up to a max limit.
You should get a statement from the SS Admin every year during your birth month. It will tell you how much you paid in and what your projected benefits would be when you retire or become disabled.

To get the retirement benefits you do need to have a predetermined number of quarters. However, the number is much lower for disability benefits. Check with SSI to find out for sure.

If you don't have 40 quarters of credit, you might qualify for SSI, if you are totally disabled - but SSI is a need based program for the poor - so in addition to showing disability you would also have to show poverty to get it.
