No... Tortillas are made with no yeast or leavening agents (baking powder or baking soda).
It should just be masa (corn meal), water, salt and maybe oil/lard.
Leavening is achieved by steam, from the moisture in the dough.

I believe that there is some type of Yeast or Yeast extract in most store bought Tortilla chips. However, you can buy corn tortillas and cut them and fry them yourself and then they would not contain yeast.
