My friend had always nice hair but since been diagnosed diabetic her hair is limp.

Yes, it can. One of the problems with diabetes is that it can damage tiny blood vessels in the body, esp. if the diabetes isn't controlled well. This is what causes foot and eye problems in diabetics. If the tiny blood vessels in the scalp aren't working well, then the overall blood flow to the scalp/hair follicles is comprimised, resulting in thinner, limper hair.
Your friend might want to try one of the over-the-counter Rogaine-type shampoos, that stimulate blood flow to the scalp. She will also want to make very sure that her diabetes is well under control to avoid further damage to the blood vessels.
