my stupid friend wants to become a vegetarian and he asked me "does sea food count as meant?"

Yes, one hundred percent fish meat. Although the best meat to eat it is still a meat. I know some vegetarians that occass
ionally eat fish to obtain the vitamins that it provides. It is the easiest to digest of all meats and you won't really hurt your vegetarian diet by eating two or three times per month in about a four ounce serving.

It is meat, yes, but I eat fish and still consider myself a vegetarian. More specifically I guess I am "Pescaterian" because I include fish in my diet. In my opinion (and this is in no way to say that other people's diets are wrong, the important thing is what's right for you) Being a vegetarian who eats fish is the healthiest way of eating. Fish has some really wonderful nutrients and is much much better for you than other animals, also, from the humane point of view wild fish is about as free range as meat comes. sure the fishing inustry has issues but if you are careful to buy fish from sustainable sources then I see no problem.
I guess the answer for your friend would be yes, seafood is meat, but don't be so strict with definitions of what a vegetarian "should" eat. it's up to you what you put in your body, and if not being able to eat fish is going to make you decide not to become a vegetarian then I think it's ok to conider fish "not a meat" for those purposes.

Depends on your friend's interpretation. Someone who eats seafood only would generally not be considered a vegetarian, but a pescetarian (there's a name for everyone huh?). If your friend is serious about going veggie then it's a good place to start. Many people go veggie by cutting one thing out at a time until they are finally at the level they are comfortable with.

erm 2 sum it does the ones that rnt really vegeterians but yes if hes gonna do it he should do it properly an stop with the sea food

Most US vegetarians say that it is. Even shellfish counts (even though they do not "have a face").

The choice to eat meat, eat less meat, only eat certain meats, or eat no meat at all is a personal choice as is the choice of what to call it.

no, seafood is a vegetable...assuming he is talking about sea vegetatian and not meat... seaweed rather than fish, sure vegetarians can eat seafood.

I think there's about 9000 answers to this question. Most casual vegetarians have a talent for making up the rules as they go along. Even more strict vegetarian vary on whether or not they eat seafood depending on their dogma.
