It helps to soak it, then steam it.
Method: Rinse rice 2-3 times, until water runs clear. Place rinsed rice in a bowl and fill with cool water so the water is approximately 2-3 inches above the rice (see Step 1). Let the rice stand in water for 6-8 hours. Drain the rice, place it in a cheesecloth, wrap it up and put the cheesecloth inside bamboo steamer. Put 6-8 cups of water in sticky rice steamer and bring to a boil. Then place bamboo steamer inside sticky rice steamer (see step 2). Be sure the bottom of the bamboo steamer does not touch the boiling water. Place a standard 8 inch lid loosely over the top of the bamboo steamer (see Step 3). Steam the rice for 45 minutes (or until tender). Enjoy!
Cheesecloth: Many stores carry cheesecloth but it's expensive and the pieces are long strips only 5 inches high, which doesn't work very well for sticky rice. We now offer a nice large Thai cheesecloth for sticky rice prep, it's 36" x 40" and will last for years. Hint: after sticky rice is cooked remove from cheesecloth promptly.

I just made this for the first time, and it turned out perfect. You'll know that you got the right rice if it's rounder in shape than regular rice. First, rinse the rice with cold water. Put as much rice as you think you'll need in the rice cooker.
For measuring water in a rice cooker, do this:
fill water until you can put the tip of your thumb at the top of the rice and the water reaches the first joint.
While the rice is cooking in your rice cooker, you'll want to prepare the "seasoning". Add four parts rice vinegar to 2 part sugar and 1 part salt to a sauce pan and cook until everything melts together. Sprinkle this mixture over your rice, using 1 - 2 tsp seasoning per cup of rice.
VIOLA! restaurant quality sticky rice.

buy the short grain or pearl rice and then cook on a ratio of 2 cups of water for 1 cup of rice. these 2 types of rice have the most starch in it so it will get sticky as you cook it with no effort. The longer or bigger the grain the less starch to make the rice sticky, although with med. or long grain rice you can just add more water and also cover the pot and reduce fire before the water is all evaporated is a way to make rice sticky.

Myra's way would work best. If you don't have a bamboo steamer, I've used a wok and two shallow bowls. Basically put one bowl in the wok upside down, then place the second bowl, right side up, on top of the first bowl (make sure it's steady) - the moistened cheesecloth or towel filled with rice will be in this bowl, fill the wok with water, cover, and steam away. Keep an eye on the water level.
I've tried making this type of rice in a rice cooker - it didn't turn out as yummy as the rice that was steamed.

You need to experiment (take notes) since you are using a rice cooker.
STEAMER: In a recipe for sticky rice turkey stuffing that I copied years ago from a page in the newspaper, calls for the following rice proportions but it's cooked in a steamer and she puts 4 chinese sausages on top to finish steaming.:
2 1/2 cup glutinous rice
2 3/4 cup water (or chicken broth)
It said to rinse rice, place rice and liquid in a 2 quart bowl on the steamer rack and steam 20 min. Then you place sausage on top and cover and steam another 15 minutes. Then you remove from heat and let rest (covered) for 10 minutes.
Tthe only other glutinous rice recipe I found -- the rice wrapped in lleaves which describes combining rice and other ingredients; then filling, wrapping & tieing all in pre-soaked lotus leaves (with insides of leaves brushed in sesame oil) then steaming on a rack for 30 min. if one bundle and 20 min. if two bundles.

I used to buy STICKY RICE at Trader Joe's, but went there yesterday and they no longer carry it. Today I went to 2 large Asian markets, and they don't have anything called STICKY RICE. I bought one of their brands of rice, and will try cooking it tonight in my rice cooker, following the directions I used to use for the STICKY rice I got at Trader Joe's. I hate it when products are discontinued! Are you having any luck finding sticky rice?

Just buy a rice cooker and cook it just like that . Put how many cups rice in the rice cooker and put wter in it until just barley covering the top of the rice

cloud9, my wife is from the philippines and what you call dim sum. they call it by another name. fact is, simply cook white rice according to directions and you can get your stick rice with less water (but watch it). Brown rice; superior to white wouldn't be the same. Maybe ya may have to experiment for the texture you want. Malagkit is the same as what you call it wrapped in leaves.

Make the rice like you normally make it, and just add some corn starch to the batch. It'll be sticky just like the 'glutenous' stuff. I make it that way all the time when I make Sushi and have no glutenous rice.

Use Japanese pearl rice and boil with butter and little water. Cook for about ten minutes longer than specified at low to medium heat with a lid on.
