I would say maybe nachos or hot dogs, hamburgers.. or a combination of those options. very easy to do; everybody likes them.
You can have 2 small cakes so each one can have their own (I think your daughter that turns one wont matter to have or not her cake, but you can take the picture of each one with her cake; so it's most for you then for her) LOL

The youngest gets a pretty BAKERY cup cake. or an Ice-cream sandwich with a candle in it (less mess for the clean up crew). Everyone gets HATS.
How about Spaghetti. Great Pictures from that.
The Hot Dogs are a good Idea and Corn Dogs are good too.
Have Apple pie for the adults and Perhaps

What about pizza?
Will there be enough people that you could send leftover cake home if you made two cakes? I really think that's the way to go. You really don't want to set any precedent. The one year old really deserves the cake! And the four year old probably wouldn't understand if she didn't get one and/or had to share.
I'm too old to remember my favorite game back then, maybe pin the tail on the donkey!

I think Pizza is always a good choice, with a salad for the health conscious. Some stores will give you a free 1st B-Day cake. I know Safeway will and I think Albertsons does too. Otherwise maybe one cake and a cupcake.

I would go with Chicken Nuggets and Hot chips
and some fairy bread . Garlic bread is great too......
you could make 2 chocolate ripple cakes these are yummy
to make all you need is chocolate ripple biscuits and whipped cream everyone will love them
My fav games was always musical chairs and parce the parcel
Have a great time ...they grow up sooooo fast

Make sloppy joes (manwiches). You can make them the day before & keep warm in a crockpot the day of the party. Easy, cheap, good. Have chips & beans to go along.
I would make the cake in layer pans, and decorate each layer like a whole cake, one per child.
My kids loved to play balloon stomp--tie a balloon to each child's foot. At GO, each kid tries to pop everyone's balloon. Last kid with an unpopped balloon wins.

Just do Pizza and have the place cut the pies into small pieces -find a good place that has square pizza. Try these sites for games etc..have fun partying!

pizza or hot dogs. 2 cakes is a very good idea that way they can blow out there own candles and since they have to share party's, they will at least have there own cake

Make one big cake and if you want make a small one that the one year old can put their hands on.
grilled cheese for the kids...
sandwich platter or whatever yo want for everyone. you can always warm up open face sandwiches or chicken
