No. They both have their own flavors and textures.

Turnips are slightly more bitter than Rutabagas.

Rutabagas are kind of bland, and a little more firm textured than turnips. Turnips turn just a little bit mushy.

I like them both.

The rutabaga is a cross between the white turnip and cabbage, so I would say yes but it is still a bit distinctive

I think rutabaga taste resembles cauliflower more than it does turnips.
