One has no way of being certain what height an individual would have been if things had been different. There are height charts which look at the height of both parents and give a minimum predicted height for any children. If she is below minimum, one might be suspicious, but even that would not be diagnostic.
Usual inhalers may mean anything. One would need the inhaled steroid type and doses, and also to know if she required multiple oral steroid courses.
You also need to bear in mind that asthma is also linked with short stature.

I am now 22 years old and have had asthma since I was two or something. I have been on medicine my entire life and am normal. I am 5 foot 3 inches and weigh about 110. Of course I think I am short, but not abnormal or anything. I was born two months premature as well. I think your daughter will be just fine. Maybe she will have a spurt later on.

I was diagnosed with Asthma at 2 and now i am 15, and i am really small for my age (5"0) im not sure if there is something in that, it is an interesting question, i am one of the smallest in my classes

I don't believe asthma medications would have any affect on a person's size. I'm 31 years old, 5'4", and I've been on asthma medications since I was 3 years old. My height is perfectly normal for my family. Your daughter should be fine.
If you still have doubts, I recommend you address them with your family's doctor.

Perhaps she was always going to be small? How tall are her parents?
Best practice these days is only to use the inhalers when needed, not routinely every day or twice a day.
Go back to your GP practice and ask for a full asthma review.

if your asthma keeps you awake at night it can affect the production of growth hormones (which are produced while you sleep) so in children it can affect their rate of growth. The doc told me this when he diagnosed my kids as asthmatic. The boys are now all over 6 feet tall and the girl is catching up with them.

Outside of the inhalers, regular use of prednisone can stunt growth, as can high doses of theophylline for an extended period of time.

The preventor medication which has steroids can with prolonged use cause growth to be reduced a small amount.

really best to ask the doc this one if your worried but i doubt it, i was on asthma medication since i was very young and it didnt effect my size/hight
