You're confusing herpes with warts.

A person with genital warts will not be shedding HPV (the virus that causes warts) from her mouth. Therefore, she won't be able to pass HPV to you through oral contact.

However, it's best to use protection anyway, since 60% of adults have HSV-1, the virus that causes oral herpes (which can infect the genitals, so oral herpes is a bit of a misnomer). A flavored condom can work wonders in this department.

As for manual sex (using your hands), it is unlikely you can transfer the virus from her parts to your parts that way. It's *not impossible*, but it's not likely. But again, latex is helpful here. A latex glove and a lot of lube make for great fun and protection for both of you. The lube decreases friction, so there's less chafing, the glove prevents scratches from fingernails.

Last bit, if you ever want to dry hump, keep your pants on. HPV is passed through skin contact and friction. But it can't go through clothes.
