Yes you can get married, but it will be seen as an act of visa fraud.
No, you can't stay. If you do you'll become deportable and face a 10 year ban on reentry. You will have to leave before the date required on your visa.
The wait for a marriage visa to a Green Card holder is about 5 years.

You may be able to.
5 yrs ago I came to the U.S.A. and married my wife who is a U.S. citizen. I was here on a holiday visa. I applied for permanet residency and was given a 2 yr temporary residency. I now have a 7 year permanet resident card and will apply for citizenship when it expires.
Just after we got married i went into a INS office and was told I needed to get out of the country or face a ban. I called several Irish organizations in Boston and San Fran who told me what to apply for and Im still here1

A B2 visitor's visa is for people who intend to visit the US temporarily. If you intend to remain in the US and you come on a B2, you have committed visa fraud (the same is true for Canadians who enter as visitors and people who come through the visa waiver program). If you come to visit your boyfriend/girlfriend and end up getting married and adjusting your status, that's permissible as long as it wasn't your intent when you entered the country. "How will the BCIS know what my intent was when I entered the country?" you ask. Well, it can be difficult for them to know, so they often will not pursue a visa fraud accusation for people who come on a B2, get married and adjust status, but THEY COULD and SOMETIMES DO. They could also turn you away at the airport or border if they suspect you are engaged to an American and you don't have a K1 visa. Even though many people 'get away with' entering on a B2 instead of a K1, I recommend that you do everything properly and get the K1

While it is neither illegal nor fraudulent to marry in the US on a tourist visa (lots of tourists do that, and then go back home again), you will not be allowed to adjust status while you are there since your fiancee is an LPR. Right now, the backlog of such cases (spouse of LPR) is about five years . It is very unlikely you will be able to maintain a legal status in the US for that long and if you don't, you will not be allowed to adjust at all.

You can get married then go back to your country and patiently wait for the petition to be approved and a visa number to be available to you approx 5 years. Do it the legal way.

yes.
but it will take longer to adjust your status.
Actually get married in the US is a better idea than do it anywhere else.
