I am doing my PhD work in biochemistry in Calcutta and I found that most of my batchmate gave GRE and fled for better opportunity. Its true that their infrastructure is far better than us but there are places in India where quality research has been taking place. My friends from other field have opted for either MBA or IT industry as they are tagged as MNC. I think the reason behind this dynamic brain flow towards outside should be an alarm for our country.
I do believe in globalisation but it should be either way not partial like ours.
As this question may be proposed by many others I know but my perspective is slightly different in this regard. I think our Government should provide jobs to those peoples only who wants to serve for our country and dedicated enough,not just hankering to get some big amount after the end of the month.
Money is important no doubt but relationships do matter, committment has to be valued.
I dont want to be biased but eager to know the view.

Just at the time this question was seen, this writer was reading an article in the Magazine - DOWN TO EARTH* - "Pandora's Garbage Can". The article is about India's urban SOLID WASTES that has been estimated at 120, 000 tons per day. Although the magazine tries to present its own perspective, within the context of certain Politico-social considerations, the following aspects are noted from a different perspective:

# 120, 000 tons of urban solid wastes, in which the organic matter and other polymer systems/ plastics form about 50% by weight, could be the equivalent of NOT LESS THAN 50 MILLION UNITS (KWH) OF ELECTRICITY. If this could be generated and distributed, at an average 5 units per family, NOT LESS THAN 10 MILLION HOUSEHOLDS (ABOUT 50 MILLION PEOPLE) COULD GET THEIR MINIMUM ELECTRICITY REQUIREMENTS.
# On the basis of an estimated 25% moisture content, the RECYCLABLE WATER WOULD BE 24 MILLION LITERS. If this is distributed at 500 liters per day per family, NOT LESS THAN 48, 000 HOUSEHOLDS WOULD HAVE THE MINIMUM WATER NEEDS SERVED.

Now look at what our government has attempted and done. Under the name of developing so-called NON-CONVENTIONAL ENERGY (THROUGH SUBSIDIZING ALIEN MACHINERY SYSTEMS FOR WIND MILLS, INCINERATORS...ETC) TENS OF THOUSANDS OF CRORES OF RUPEES HAVE BEEN SPENT AND "PLUNDERED" - all through government subsidy (if not termed "purloined" in collusion with the government). But where is the required Power in real electricity terms?

Now let us look at another mockery of what goes on in the name of Higher Education in the IIT's, IIM's and other technical Institutions, all of which vie with one another in "dumping our greatest resource" - HUMAN EDUCATED AND TALENTED YOUNGSTERS - into alien countries, to serve those western nations, to be subservient to them for life! How many of these institutions have defined our National Problems and developed Curricula to serve THAT DIRE NEED? Where are the PhD Professors and Whitworth Scholars when it comes to training our talented youngsters toward synthesizing, analyzing and solving the defined problems? But today, these very same LEARNED and honorable Professors request Lalu Prasads and Shibu Sorens to be the Gurus of our young and talented people!!!

What then should we do?

Apart from completely revamping and reorienting our education system, from bottom upward, NO INCOME TAX OR OTHER BENEFITS SHOULD BE OFFERED FOR ANY ALIEN TECHNOLOGIES. Every UNIVERSITY AND RESEARCH INSTITUTION SHOULD ONLY BE WORKING TO DEFINE INDIA'S OWN PROBLEMS AND DEVELOP APPROPRIATE SOLUTIONS TO THESE. If this is begun now, at least in the NEXT TWENTY FIVE YEARS WE COULD REACH SOME LEVELS TO PROPEL OURSELVES AS AN ECONOMIC POWER...and this cannot be achieved by merely proclaiming the funny slogans such as - "2020" or "9%.

Stopping of so-called "Brain Drain" will automatically follow, if these Development Plans are defined and sufficient thrusts in terms of Money allocations are made.

I appreciate your views and concern.
Our Indian youth are after easy money or big money .they are forgetting that they studied with the tax payers money here in India and though good facilities are available for furthering their education ,they are going abroad.the lack of love towards country,lack of patriotism are really things that disturb all,
but we see some very eminent students who got excellent marks,who have intellectual brains are not getting jobs here and are made to roam in the roads,because of reservation policies and other political power, money power.
So when they face this situation and see a chance that hey are welcome in a highly developed country, and are paid good salary, why should you prevent them?
It is for the government to plan the number of scholars coming out and create employment potential and merit be given the first chance.then the brain drain may to some extent reduces.
my humble request to those who left the country for whatever reasons, please remember India .it made you what you are.So it is your moral responsibility to do something back.Contribute your might to Indian economy,,,help in what ever way you can.

Let The Government realise its lacunae and see that it does all that is in its hands m so that our elite educated brilliant brains stay in India and make it RICH IN ALL SPHERES ,

All has a right to learn, earn and live in any part of the world.

that's not our "form of government" it extremely is exchange into unfavorable yet how Obama is perverting and twisting it with a view to strengthen his very own agendas, i.e., having the IRS harass non-liberal companies, turning the dept of Justice on the media to attempt and silence them, etc.,.

in a globalised world, brain drain is unavoidable... but with time and economic dev, reverse brain-drain will become a reality
