A work visa (the most common one in the US being an H-1B) is a visa specifically for a job in the US with a time frame in mind. A work permit (aka Employment Authorization Card--EAD) is a card that allows you to work while in the US for a year at a time. You can have an EAD card on a J-2 and during your Adjustment Status.
