I'd like to continue my training as a military reservist,but I know my father doesn't want me too..however,for my mother,it's okay but she always tells me to ask my father..she's basing her decision from my father..I'd like to ask permission tonight..please give me the best way on how I can ask permission and voice out why I want to..please

First of all, how old are you? If 18 plus, then I don't think that you need to ask for permission from your father. Rather you would like to have friendly discussion and seek advice on how to proceed best in YOUR choice.

In other words, you want to exchange views with your father whom you want to be your advisor. All you have to do, during the discussion, is to let him know that you don't want to waste your spent time in military training and that you would want to continue with it, even if you do not eventually end up as a service man. The training will not only boost your CV and enhance your profile, but also will make you a better national and a confident person in taking care of both yourgood self and of your family. Those are among the most important points to discuss with your father, as advisor and that you need HIS support on YOUR choice.

You would need his permission if you are under 18 yrs of age.

As an ex military infantryman, I had the same problem. Go to your dad with a couple goals short term and long term. Make sure both of those goals dont have anything to do with the military. Say for instance you wanted to complete training to get money for school. Or you want to get the training to help your SPECIFIC job. Then let him know why it is important to you.
