If the manufacturer's Corporate Average Fuel Economy (CAFE) is below the required minimum for the model year a Gas Guzzler tax is imposed upon the manufacturer or import distributor. This tax is passed on to the final purchaser.

The tax is based upon the CAFE and the EPA fuel economy of the specific vehicle. Since CAFE standards come into play, only a few manufacturers' vehicles are taxed. That would include Rolls Royce, Bentley, Ferrarri, Maserati, etc.

A gas guzzling vehicle from a manufacturer whose CAFE is at or above the standard does not attract a Gas Guzzler tax. If it did, gas hogs such as Tahoes, Expeditions, Escalades, etc would have the tax levied on them. They don't because the CAFE is at or above the standard.

Where? In Ontario they just introduced one, up to a $4000 tax levy on vehicles that consume more then 13L/100 combined. A credit of up to $2000 on a few small fuel efficient cars plus the already tax credit of up to $2000 for hybrids.
