Where are you going? At some country's airports they open up suitcases to random checks so that if you have a lock on they cut it off! If that is the case II would suggest cable ties.
If you do however really want a lock try somewhere that sells luggage, a big department store like Debenhams or Alders, Woolworth's would probably do them and so would most Major supermarkets as they tend to have a finger in every pie these days.

i always use plastic tie wraps,i know they are easily cut but nothing and no one can stop someone getting into your suitcase if you have a small padlock they break easily and often break the zip as well. A plastic tie wrap prevents someone getting in unless they are determined and if they are dtermined they will get in what ever you put on. also keep small pair of scissors in side pocket of case

there is a shop in every city that takes a pound payment and these have locks.
