It's impossible to tell. The traditional answer assumes the hole was dug into the Earth, and completely emptied. This is not necessarily the case. The hole could exist in another medium, such as concrete, be filled with 346 in^3 of dirt, and still be considered a hole. Or it could have been dug into the Earth, and a number of bags filled with dirt tossed in -- the continuity of the Earth would still be disrupted, a hole would still exist, but there would be dirt in the hole.
The defining attribute of a hole is a discontinuity in a larger medium; the riddle's traditional answer only holds if that medium is dirt. That discontinuity need not be empty, since every day we encounter holes filled with things and recognize them as such.
