If you are coming from somewhere else (e.g. Europe) you will need a valid machine-readable passport and a valid VISA or VISA waiver form (assuming you are eligible for VISA waiver).

You will need to satisfy border control that you are entering the USA as a visitor, have enough money to sustain yourself while you are there and that you intend to leave again. Money and a return travel ticket are usually enough evidence.

At the border checkpoint you will be photographed and electronically fingerprinted. The guards will also ask enough questions to satisfy themselves that you are a tourist.

If you are intending to stay in the USA or do business you will need additional VISAs. Check out http://travel.state.gov/ for full details.

If you are not a US / Canadian / Mexican citizen and are coming from Canada or Mexico you must be able to show a passport with a valid visa included. If you are travelling by air from Canada or Mexico and ARE a citizen of US / Canada / Mexico you must also have a pssport. If crossing the border by ground transport and are a north American citizen of the thre afore mentioned countries, you need a valid photo ID for sure but am not sure if other documentation s required.
