go to the health food store, get a bottle of aloe vera gel, not juice. it will be thick, clearish and a little bumpy. wash and condition your hair as usual, towel dry. pour some aloe vera gel into the hand, and squish out the lumps, distribute it through your hair. comb in through well, style as you would like, you can let it air dry then comb thru with your fingers or a wide tooth comb. this will calm the hair, make it very shiny and healthy looking without stickiness or odor. do not brush when wet.

I have a hair frizz problem too. My hair is naturally curly and frizzy, which I don't like, so in the morning I first use a thermal protection, like the one I listed in the sources. That helps protect my hair from becoming brittle and fried. Then I straighten it with a flat-iron. I finish off the process by applying a frizz-reducing leave in spray. Make sure you work it all the way from root to end to keep those flyaways under control. It's a lot of work, but I find it work it.
If I want to wear my hair curly, I brush it while wet, apply some kind of smoothing de-frizzing leave-in conditioner, and let it dry naturally. If I brush it once it dries, it will turn afro-like, which just doesn't work for me :P

This is simple... hair frizzes because there is more moisture OUTSIDE the hair, than in it, so the hair "reaches out" for the moisture (hair is like a person all it's own... kinda like the whole goosebumps are for warmth thing) If you want to get rid of frizz, no chemicals. They will dry it out worse, and end up making matter worse. The best thing would be to get a weekly deep conditioner, regular condition, and a light spray on conditioner. Use the regular one as normal, then after straightening it (or even later in the day when it frizzes again) spray on a little light conditioner. ( you can even make your own by using regular conditioner, and diluting it with a lot of water) Just be careful because too much spray-in kind will make it look greasy, which is why i love weekly deep conditioners. (i use them twice a week)

I would tell your sis to embrace her curly roots and buy a curl-boosting cream and shampoo. either that or buy a straightener and use it everyday for the rest of her life.
(btw - i have really straight hair, and would kill for anything with texture - even frizzies.)
