It would be better to contact the South Korean embassy directly in the Philippines. Sometimes visa policies change and there may be circumstances that will help you.

Only South Korea allows visitors and
you can get it from the consulate near you.

If you are American, you automatically get 30 days. If you are Canadian, you get six months I believe. Where is the justice in that? :-) I have lived in Korea for three years.
