If I understant you right, your caterer failed to honor you contract. You ordered x amout of plates with15 items each and the caterer gave out x plates with 9 items. Your best course of action is to go back to the caterer, calmly request a refund of the amount NOT spent on your funtion. Then if they won't, tell them that you are filling a law suit for breech of contract (you can only do this if you have a paper contract) in most states if you suit is under $10,000 you must fill in Small Claims Court. No matter what you should fill a complaint with the BBB and any other business assessing corperation you can find.

Confront the management with the facts and the contract. I would take photos of what they served and keep head counts on the number of people served.

what does your contract say...if he shorted you then he owes you, not only the cost of said food items but the distress caused by the customers that ordered from the 'set' menu that didn't get what they ordered.

As long as it's documented what was supposed to be served, and you have witnesses saying that it ws not served, you should be able to get a portion of your money back. Good luck

You should get a reduced bill, or partial refund. Small claims is an appropriate legal avenue for this.
