I would first have the puppy checked by a vet to make sure that it is healthy and then get the vets advise.
We had a dog when I was quite young that refused to eat anything but fried meat. My mom took the dog to the vet who advised that we simply play the "waiting game". What the vet meant was to put out a set amount of food ( measure this amount). Then leave the food out for the puppy for say an hour or two. If the puppy doesn't eat then take the food away. The next day do the same thing. This might go on for a week or two. Hopefully, by this time the puppy is so hungry that it will eat what is put out in front of it.
If you can possibly talk to the last owner this would shed some light on the situation.
I have read in a dog book by a very famous author in England that had a dog with the same problem, of sort. The owner fed ther dog nothing but very rich people food and so the vet kept the dog at his home for several weeks along with his own dogs. After a while the troublesome dog ate whatever was put down in front of it.
Another thing, don't know if you have other dogs or not, but many times when the other dog eats this will possibly stimulate the pup you have to eat so that it doesn't miss out on a meal.
I hope this is of some help.

My pup done the same thing, and it always sat at my feet when i was eating waiting for me to give it some even though there was food in her bowl, So one night I put her dog food in her bowl and put her in the laundry with it and closed the door while I ate my dinner and when I finished I went in there and the food was gone.

I kept doing that for roughly 2 months and now she is 3 years old and eating her own food at dinner time (but i sometimes spoil her and give her left overs )

Are you feeding it what it has been used to eating? Might be that he wants the food he is used to. You should find out. If you can't, then you'll have to get him the best food possible and leave it for him. He won't starve, and eventually will give in and eat.

I try mixing in a can of wet dog food with dry. Work your way down on the wet food until it's nothing but dry left. Another trick my dogs absolutely LOVE is mixing it with chicken broth. They have no problem eating every last bite, and broth is inexpensive.

Previous owners should have told you what theyve been feeding it, If its something new Itll have to get used to it and don't worry it eventually will
