You are trying to create DVD Menus, and the process is called "DVD authoring".
There are free software that'll do what you want, but it's not as simple as drag and drop. DVD Styler will do it, but it needs you the create the art and effects, and link to existing (already DVD-spec) videos (which MovieMaker files are NOT!)
If you want stuff to that that easy, you'll need to pay for some professional software, such as Sony Vegas for video editing, and DVD Architect for actually authoring the DVD.

A few good softwares for you to consider would be DVD authoring softwares like Ulead DVD Movie Factory and Sonic DVDit. However, they are a bit pricey and you'll need at least 1GB of RAM on your computer / laptop to run them smoothly.. Nero is affordable but doesn't offer alot of flexibility in design; i.e. you'll probably be stuck with a few fixed layout for your menus that make them look boring after your third DVD.

Use Nero. Theres options in the program to create you own DVD menu. Put a picture for the background, create buttons, ect.

Save your movie to a DVD

To save your movie in the ideal video format for burning to a DVD
1. Open your project in Movie Maker.
2. In the Movie Tasks pane, under Finish Movie, click Save to my computer.
3. The Save Movie Wizard opens. On the Saved Movie File page, type a name for your movie. You can also choose a folder to save it in by clicking the Browse button, but My Videos (the default) is usually the best place. Then click Next.

You can't make a DVD menu using windows movie maker. You will need other software. Try "DVD Architect". Its like windows movie maker on steroids.

I use http://www.dvdvideosoft.com/guides/avs/split-DVD-into-chapters.htm it very simple and ther are several menu templates. Try this one.
