All schools insist on covering the student's notebooks with brown wrapper. Instead, why the manufacturers themselves can't wrap
and paste them. What is the logic behind wrapping ? If it is for uniformity, the manufacturers can do better by a brown wrapper,
printed name label and sealing properly. Money and time can be
saved by the parents. If wrapping is considered as a craft work for
the students, there are better creative works that can be assigned to them. Please opine...

I'm not trying to avoid the question, but I'm not sure that
ALL schools insist on what you are talking about. I assume
your school does and others like yours do.

The reason for the covering required by the school could
be any of the reasons you suggest. However don't expect
the manufacturer to wrap them. It sounds like it would be
cheaper, but the contract with the manufacturer would be
more expensive because a special work order would have
initiated as opposed to just giving the school a regular
notebook off the assembly line.

Have you asked your own school officials?

My son never had to wrap his own notebooks, but did have to put paper covers on all of the school-owned books to protect the covers. The only reason I can think of to wrap the notebooks would be if some students bring in offensive ones or ones with inappropriate covers. Instead of singling out those students for the wrapping process, the school may have must made a blanket ruling that all must be covered. If the students buy the notebooks, I can think of no other reason for the wrapping. In fact, such wrapping would make it more difficult for students to differentiate their own notebooks, so they might accidentally end up with one belonging to someone else--especially when working on group projects.
