I want to be able to hide my ip address and I don't want ANYONE to be able to see what I'm doing. What's the best software to do this for me. (Price within reason...free would be great...)

If you just want to use the web anonymously, you need to use a web proxy anonymizer. Here is a webpage with links to many of them: http://www.freeproxy.ru/en/free_proxy/cgi-proxy.htm

If you want to do things like peer to peer filesharing, that is far more complicated and maybe even impossible without very slow speeds.

With the proxies all you do is go to the proxy webpage and type in the url you want to visit on the webpage and like magic nobody knows where you're going. Keep in mind that if someone has installed logging software on your computer than they would still have access to your viewing history. If that is the case than you'd need to not use that operating system at all, you could boot from a linux liveCD for example, a common one is http://www.knoppix.org . You still need to use a proxy in this scenario to hide from remote people.
