First you have to be very patient....I think you really understand your brother's situation....in order to make your brother get used to the enviroment of your house, you or anyone else have to spend more time with him guiding and teaching him how to feel things and absorb the surroundings well.
Definately this can't be done in a short time.....you need to let him wonder and discover things by himself at times but off course while somebody is watching him.
I'm sure he will get used with the surrroundings soon.....
If you think that he is able to take care of himself at home, let him venture or take a walk outside the house....he will be requiring proper adult guidence for this.....elsewhere, you can also get him this specially trained guide dogs. This dogs are tame, friendly and very clever...i've seen a blind man at the garden near my house walking with his specially trained dog very confidently.....
I hope my suggestion had helped you at least a little.......
Good Luck!!!

Do you mean physical boundaries as in walking outside or in the house? You might be able to use a clock face as they teach the blind. Get a cheap wall clock and remove the plastic cover so he can feel the hands. Or try one of those Little tykes clocks for kids. Tell him what is in each of the directions. Like standing in his bedroom door, chair at 3:00, bed at 4:00 etc. I don't know if it will work for him but it seems worth a try. Just do one room or area at a time until he learns it.
You ought to see if there are any programs in your area that can help him with these kind of basic living skills. There is usually something available.

You are obviously mentally challenged too--if he had the ability to learn, then he would not be mentally challenged.
