Silly though it may sound, your car's horn is considered as much a safety device as are your brakes, headlights and tail lights.
While its being inoperative is not "against the law", it is a violation of the vehicle code, like a broken brake light or bald tires.
You would be issued a "fixit" ticket, meaning you would have to make the repair, show up someplace like the sheriff station to have them sign off on the repair, then the ticket is usually dismissed without cost.
My question would be - how can the police tell your horn doesn't work?

Yes it is against the law...if you cannot pass your inspection because of this it is against the law. There is a reason for this. It is a big safety issue and you may need that horn one day; for example what if a person is walking across the street without coming and you have no horn and its too late to stop and you injure them or even kill them manslaughter will not be the only charge brought upon you. Wreckless endangerment will also be added for the fact you had no horn which is simple to fix.

No, your horn being broken is NOT illegal. It has no bearing on the functionality of your vehicle, nor is it an item of display or indication. Its like your radio. Completely optional. I personally think that for the most part, horns cause alot of trouble. There are so many accounts of road rage happening because someone honked their horn at someone else.

It's only a problem in states that have vehicle inspections. You will need to get it corrected to pass.

I think it is more of a security issue than a legal one. Be careful. Fix it as soon as possible, you never know when you'll need it.

they only way it will be checked is for inspection, if you need inspection then you'll have to get it fixed or they won't pass you THEN you will get a ticked for expired inspection.
