Dog's social world is a pack mentality with territorial boundries. This could be a simple problem with socializing your dog when it was younger, so it thinks it is more human than dog, so it thinks of other dogs as invaders to it's territory, OR it could just be a dominance issue if the pomeranian was standing up to him (doesn't sound like it).
You might want to talk to a good dog trainer with more detailed info, but in the meantime, assume your dog will send the other dog to the vet hospital if he ever gets a chance.

Many dachshunds, especially miniature dachshunds, aren't that fond of other dogs. They can enjoy fence running and barking as well as showing general intolerance if you put them together.
If you really want them to get along together, take them for a walk together with each dog walked by a separate person. Having a pleasant experience together can help her to be more comfortable around him. Don't let them touch or sniff each other, at least at first. You may have to take them for several walks together before she seems interested in him in a friendly way. They'll probably get along better because they're not on either dog's territory.
If that doesn't work, you'll want to contact a Companion Animal Behavior Consultant for more assistance. There are Behavior Modification techniques that can be useful.
If Maggie is generally not tolerant of other dogs, taking her to a good Dog Obedience class can be a very valuable experience for both of you. She'll learn to ignore the other dogs and listen to you better. Besides, the training will help her to be a better pet and prevent future problems by obeying you. And you both should have fun together. Lots of people think Dachshunds are very stubborn, but they work very well for treats.
Enjoy her -- they're a lot of fun, and have good long lifespans, too! You'll have lots of great years together!

Is your neighbor's dog neutered?
How long have these two dogs known each other?
What do you do to "correct" the behavior?
What kind of socialization has Maggie had?
It can take a couple of months after being spayed for her hormones to level out as well. When did she have her surgery? If it's been recent, maybe she's still a little uncomfortable.
Ask your neighbor is she would be willing to walk Koda while you walk Maggie, while you are on opposite sides of the street. Do this until they get comfortable walking at this distance, and then slowly and gradually start walking them closer and closer based on their comfort and behavior.

Because the dog thinks he is very big and can take anything on. Size doesn't count for the dachshund. The reason I am saying so is because my dachshund is taking my 2 Dalmatians on

Dachshund's aren't very friendly towards other dogs at all. It's usually got nothing to do with anything else, it's just their personality.
Although, it may be because you didn't socialize Maggie. If you didn't socialize her, she wouldn't get along with other Dachshund's so I think it's just that she doesn't like him.
It's normal for her not to like big dogs, imagine if you were as small as her!

Do you get along with all your neighbors? It sounds to me like it is a disagreement over territory. Is the Pom aggressive? Is Pom male and neutered? Un-neurtered male dogs are often aggressive. They don't know about pregnancy. Why else do they pee on everything to mark their territory, or hump on your leg. Dachsies aren't real sociable with other dogs. I have one and she takes on the role of trainer, with my foster dogs, but isn't really anxious to play with them. Lots of dogs look at the smaller dogs as play toys, so your Dachs is probably just saying-Go away and chew on your doggie toys instead of me.
I think the relationship is because of behavior, not size of the dog. Age can also be a factor.

Dogs, just like people, don't like everyone. Your dog could be dog aggressive. There is a good book, Click to Calm, that has some great info on working with aggressive dogs. Just because your dog is little don't let them get away with aggression to even big dogs.

I think it's because both breeds are bred to be companion dogs.My doxies do not appreciate it when I bring another dog into our house either. I think Pomeranians are snotty too so that may be why your doxie doesn't like him.
