Sounds like your dog has a thunderstorm and noise phobia. I read a study about dogs who were fearful during thunderstorms and many of them would hide in the tub or under a sink. The researcher said that being near the plumbing (?!?) lessened the effect of the static electricity that was in the air during storms. So it may be best to leave him when he chooses to do that.
You may want to give him some Melatonin when you know a storm's coming. I buy it in capsules and mix them in with a little wet food or cheese. I also use D.A.P. to calm my dogs down (link below) Your dog will thank you for using these things to help!

I found with my dog what worked eventually was just petting him when the storms started. He seemed to learn that if he was being petted then nothing was wrong .

He got to the point that when the storm started he would lift his head and look around . If no-one was worried he would put his head down and take a nap.
