Concerning the stations of the cross... Is a plenary indulgence offered everytime one has done the way of the cross or only when one has done it during lent?

Everytime as long as you fulfil the conditions

You can receive a plenary indulgence for Stations at any time, under the usual conditions:

1. Sacramental Confession 7 days before or after
2. Worthy reception of the Eucharist
3. Prayer for the intentions of the Holy Father
4. And- the real kicker- detatchment from all sin.

Remember, even if you don't complete the plenary indulgence ( usually because of item 4), you still get a partial- AND you can apply it to a deceased person, but not another living person.

Plenary indulgences are usually more involved than just "Stations of the cross during lent"
You usually have to recieve the sacrament of confession or be in a state of grace, recieve the Holy Eucharist and then the act of indulgence. Sometimes especially with plenary, there are extra requirments such as several weeks in a row of this. Consult a priest for further and specific details.

I did not realize a Plenary Indulgence was offered for it at all. Are you sure?

It does not have to be during Lent.

You just have to meet the conditions:

1. one is free from all attachment from sin
2. one receives the Sacraments of Penance and the Eucharist
3. one prays for the intentions of the Pope

It is given every time you make the way (or stations) of the cross. As catholics, we are recommended to make it frequently. It is a good form of meditation on the passion of Jesus Christ.
