As others have said, that is the peak season, so there isn't really a "cheap" way to travel to Hawaii. Hawaiian Air or ATA have the cheapest rates. I recommend Hawaiian Airlines though, ATA is cramped. Ohana hotels have reasonable rates, and are still right within walking distance of Waikiki beach. Otherwise, I know there are some boutique hotels around Waikiki that you could look into. Aqua hotels and Resort Quest hotels are some other brands to look at.
If you are planning on purchasing tours around the island, then you do not need a car. They all pick you up and drop you off at your hotel and they range from Hanauma Bay to Grand Circle Island to Arizona Memorial tours.
If you are renting a car, then I would suggest not to buy tours, and do everything on your own. This would actually be your cheapest route - besides The Bus. The Arizona Memorial is free, and you could create your own tour around the island.

Travel to Hawaii in July will not be cheap as that is our "high" season and the cost of airfare, cars and hotels will be at it's peak.
However, you might want to check into www.hawaiianair.com as they have a direct flight from San Diego which may offer your best rate.
If you get really lucky and plan far enough in advance, you might want to check out www.travelocity.com. They usually have a pretty good comparision tool from all the different airlines.

Well you want cheap !!!!
Well first make your way to Cal.... then go to sunny surplus and buy a few them b;ow up boats . Make sure you bring patches for the boat and plenty of sun screen .Hey !! remember no feeding the fish !!!lololol
