It means they're making eye contact, that's all. If a guy is really interested in a girl, he'll ask her out no matter how afraid he is of rejection. If a guy doesn't ask a girl out, he's not that interested in her and she should move on.

it means he is too shy to talk to you, and to the girl 4 comments up it is possible that a guy cares and is so afraid of rejection that he wont do anything.
