I have a background in photoshop and have placed a "layer" onto it. I cannot resize the layer only though, can anyone help?

*Using Photoshop CS for mac

Is it placed as a separate layer, or is it pasted onto the background layer? If it's a separate layer, select that layer, and hit Cmd-T to bring up the Transform Bounding Box. Then just resize it to whatever you need. If you need precise resizing, open the Transform Pallette.

Convert the background to a layer first (double click on it and click OK) then resize layer 1 (hold SHIFT pressed if you want to preserve symmetry).

go to image -->> image size ?
or just drag the mouse at the layer
