Powerpoint will let you mirror an image.
Create a mirror image of an object
1 Select the object you want to mirror.
2 On the Edit menu, click Duplicate.
3 On the Drawing toolbar, click Draw, point to Rotate or Flip, and then click Flip Horizontal or Flip Vertical.
4 Drag and position the duplicate object so that it mirrors the original object.
Tip To create a mirror image of clip art, you must first convert the clip art to a PowerPoint object. Insert the clip art, select it, and then click Draw on the Drawing toolbar. Click Ungroup, click Group, and then follow the preceding steps.
In Word:
Insert
Picture from file
select a graphic
if it is a picture, you cannot use the Drawing toolbar
if it is an object (like a cartoon) double-click to select, right-click and select "ungroup." Now immediately click group.
You will see the curved arrow on the Drawing toolbar darken and if you click the Draw button, you can click Flip horizontally -- but first create a copy of the graphic by right-clicking it and select copy, then go to an empty spot and click paste.

If you are talking about using Word you won't be able to. If you have a graphics type file (jpg, tif, bmp) you can open it in any picture editing software (Corel, Adobe, Picasso, and many more) . Use the software to invert the pic 180 and save the file. You will now have what you want if you insert it into Word.
