This is describing the arrival of Spring

"The cuckoo then, on every tree,
Mocks married men; for thus sings he, Cuckoo;
Cuckoo, cuckoo: O word of fear,
Unpleasing to a married ear! "

The bird is making fun of married men, calling them cuckoo, or crazy.

"When shepherds pipe on oaten straws
And merry larks are ploughmen's clocks,
When turtles tread, and rooks, and daws,
And maidens bleach their summer smocks "

He is referring to the "easy, carefree" life that single people have: smoking, having fun instead of working, being lazy, and young girls in summer clothes.
