In Standard English it is not correct. In everyday, colloquial
English, it does occur, sometimes humorously and sometimes in dialect.

You could use "I said", or "I have said", but It is not correct, to say "I says".

"Says" is the third person singular present form of the verb.

"I" is the first person singular.

No. The correct way of saying it is "I say..." for the first person singular.
But for the third person singular, it should be "He/she says ....."
