which he licks. It was lower on his leg but seems to be getting higher up and higher up. We do have grass seeds around here but I am sure it isnt one of those. What else could it be?

He is probably irritating his leg by licking it and is spreading the infection. Get a Elizabethen Collar.

A Maltese Shih Tzu? If he is a mix between the both, he isn't a "Maltese Shih Tzu", he is a MUTT.
The best suggest is to go to the vet. He could have a wound or it could be a hot spot which either way needs to be treated with a course of anti-biotics.

if it were my dog i would shave the area that the sore it on, shave a few inches on all sides, to help with the itching,
it could be alot of things, seasonal allergies, skin infection, mange, food alergy
an e-collar will help it heal while you find the source of the itch
