I\ mean like if u use liquids the sand will desolve!

Sand is basically very fine rocks particles so it doesn't dissolve. It might seem like it if there is enough water because it will disperse, but left alone and in an enclosed environment it will settle back to the bottom. Just think about an aquarium.

As for the coloring it is food coloring that has saturated the particles and then clings to them when dried. A recipe for coloring sand can be found here.
