I went to theWindows website but it is so confusing and never really could find what I wanted, it kept going to more and more links. I need specific instructions as I am really not good at this stuff. Do I need to buy and software or can I download it for free? Any help is greatly appreciated.

You'll need to buy an upgrade version of XP. This will work, assuming you have a legit version of 98.
You can go to a retail store such as Best Buy to get one. Or, you can look on ebay for the program, an example of which is shown at the link below.

You should buy the CD with a Product Key. If it does not come with a product key it is useless.
Avoid sellers that list "License Only". This will not come with the disk.
Since XP Home is no longer supported by MS I would not worry about the retail version. I would just buy the OEM version. You will still get updates just not MS direct support.
