He has a badge, but I don't think he's sworn by any government agency. If I called the local police and told them some guy dressed in SWAT gear is sneaking around the neighbor's yard, they'd be on him so fast - he'd probably be shot dead holding his paint ball rifle. So can someone legally walk around with all that gear and arrest people for bond's issues?

Yes they can. No he isnt any sort of police. There is alot of bonding and licensing and insurance they have to get to do so but yea there are people who do this sort of thing.

They are called bail bond enforcement agents, or bounty hunters and they work everywhere, They are employees of bail bondsmen or independant contractors that find people who have skipped out on thier bonds.

What they wear and what weapons they carry vary by state and by their permits. In many places they have to notiy the police if they are working in thier city, and some places require a police officer to be present ( maybe not helping just watching)
But yes it is for real, people do this all the time, they work under the federal bounty hunter statues.

everything he wears is just for show. yea bounty hunters do wear a Kevlar vest but they dont show it off like he does. plus bounty hunters arent as cool as they sound. along time ago in the old west they used to be but now all they do is find people who miss court dates or miss a date with their parole officer
